The Retail Customer Advisory Committee (Rate Structure Committee) was formed in 1994. Members are recommended by Water Department staff and approved by a committee of the Fort Worth City Council.

Members represent neighborhood associations, commercial enterprises and large industrial customers. The committee reviews and recommends rate structures for the recovery of departmental costs.

During this evaluation process, the committee considers seven primary issues; equity, financial integrity, legal/conservation, realism (practicality to implement), revenue stability, responsibility to society and understandability.
